Whether this Court’s decision in Global-Tech Appli- ances, Inc. v. SEB S.A., U.S. , 131 S.Ct. 2060, 179 L.Ed.2d 1167 (2011) defining “willful blindness,” allows a court to substitute “recklessness” or “passive ignorance” for knowledge that one’s conduct is unlaw- ful in a complex regulatory criminal case.
